我觉得A是对的啊，为什么只能选C呢，而且我觉得A比C简单，而且符合文章意思。答案给的解释是因为需要平行

with a gross weight of less than 8,000 pounds语法上就近修饰individual 但是逻辑上应该修饰vehicle吧？

with短语错误修饰individual，两个并列的定语从句可以解决这个问题
