我选的是D。。。不明白为什么

选C的话  ANNOUNCE IT WAS    宾语从句里面 that不能省

我只是完全从语感上来发表一下意见。读下来，感觉D选项中的on account of这个插入成分位置有问题，如果这部分放到句子最后或者最前的话我就觉得D没问题了。

"announce"一般用作宣布一个“事实”，announce后面加名词或从句；
如果是"+to do"或者"+to be doing"的话，就变成宣布“去做”什么什么事情，这样用总觉得有点怪怪的，好像没见过announce这种用法。。而且"to be doing"显得很累赘很啰嗦。。所以选C比选D好。。个人感觉。。不知道对不对
