为什么E不对呢？有什么依据说明这样的句式里只能比较动作rose而不能比较costs吗？

看了Prep SC Crack的解释以及另一个讨论这道题的帖子：

我在这里犯了一个很低级的错误，即：既然costs已经rose了，那么不可能是比去年的cost低的。这样子的话即使硬将句子改成比较主语costs也不是很有意义。

我只是没搞明白为什么大家上来就认为这个比较是对rose结果的比较而不是主语costs呢？只要搞通了这一关其他的语法规则还是很容易懂的。

因为原句比较的就是rose而不是cost.  因此，你必须根据原意来找答案。除非句子原意在逻辑上说不通，不然答案不允许改动愿意。

less than前后比较的内容是什么？应该是 2.8 percent 这些数字吧？？
两年内rose的数字进行比较，因此主语和谓语是相同的，比较的宾语，主语和谓语需要重复，但不需要原样重复，需要用代词代替主语，动词do的合适时态代替谓语。
关于这个比较，我觉得白勇语法的那一章内容讲的很好，多看几遍就ok了。例题的必杀方法不要学，学他从题目中读比较对象

那么如果改成 lower than the costs 行不行？

可是E中的were是没有指代的呀   前面那个分句并没有be动词与它对应 只有一个动词rose 所以这里谓语补出 did
