The actual mistake in choice D is the word "arrangement". "Arrangement" doesn't refer to the process of arranging something; it refers to the arrangement that results from that process.
(Similarly, "as I was judging xxxx" makes sense. "During my judgment of xxxxx" doesn't, because a judgment is a conclusion, not the process of arriving at that conclusion.)

可是，as有很多种用法，一种可以是伴随着，这样你说得对，两个动作是同时发生；可另一种用法是“如同”，我认为这题中的as是这个用法，如同一束玫瑰怎么怎么了，那一束玫瑰had been……并无不妥。
我认为根据曼哈顿时态的解释，had been是需要这个动作产生持续影响，而本题中“pick”或者说没有影响，或者本题根本不需要强调这种影响，因而多去完成时多余。

我来补充点东西好，这道题目也想了蛮久。
B我觉得从语法是没有问题的，但是关键是meaning.
last words, spoken as....意思是他者最后几个字是在什么时候说的。
那么这个as之后跟的必须表示一个时间，而不是两个时间。像B中的as rose had been picked up和as rose was being arranged是两个时间，所以不能并列在这里。

Renoir死的时候说的最后一句话与插花这个动作是同时发生的，应该用过去进行时。
而且arrange有动词形式的选项的时候优先用动词吧~~
再说，虽然不是平行结构，但是spoken有被动的意思
“word”被“spoken”与“花儿”“被插”比较对称吧~~

mm我来回答你，虽然过去两年了，呵呵
我选B了，但是完全是因为想多了，我当时的第一反应是采花应该在spoken前，所以我觉得应该用had been just picked , 而插花是在spoken的同时，所以要用 was being arranged。
anyway, 没有那么复杂啦，这里的spoken是分词形式修饰'flowers', picked直接修饰花就好了，因为这里不强调采花这个动作是在前还是怎样，但是这里强调了插花这个动作是同时，spokenasa bouquet of roses just picked from his garden was being arranged.
