去Manhattan论坛看了下，有一丁点解答，因为大全和gwd里的题，他们是禁止回答的。

if you say 'on the basis of x', that is usually taken as an acknowledgment that x has actually occurred. so choice a makes it sound as if building large new hospitals successfully avoids duplicating facilities. that's not true, of course: the thrust of the sentence is that the new hospitals are duplicates, and that's the problem.

choice e correctly expresses the idea: the duplication of facilities is something to be avoided. the other message - that the new hospitals are guilty of such duplication - is implicit, but at least it isn't wrongly expressed (as in choice a).

不知道答案是什么，如果我选，会选E。

C里的in that=because，og里说了有in that就不对，wordy。

D里的while这里表示了转折的意思，文章没有那层意思。

AB都是avoid duplicated facilities ，避免已经duplicate的F，已经是种浪费了，跟国内拆迁队一样，建好的东西，因为违章了，就强拆了。

从文章的意思感觉应该是avoid duplication，避免复制。

另外AB里的avoid的主语应都是人，主句的主语是ing，从这个角度看，貌似也是不对的，不过对于这一点，我持怀疑态度。
