考点：指代一致、逻辑表达、平行对称

想问的是加 不加IN 有什么区别呢

这里or前面是consumption做主语，后面是they做主语，这里的they显然不是指consumption，而是指代了“暗示的”elderly people，即they没有明确的指代对象，所以不合适。
