have gone virtually unregulated 是什么意思呢? 这道题我也不明白。而且，A错在哪里的呢？还有，根据答案看来while在这里并不表明前后语句的并列，那while什么时候是平行结构的标志，什么时候不是呢（比如说这道题，while前后两句的时态并不是并列的）？

这道题的C选项可不可以理解为是at the same time 的位置引起了歧义呢？如果是while at the same time introducing 的话，就是修饰introducing，意思是在improve 的同时introduce 了， 但如果是放在10000 dangerous pollutants 的后面，也可以理解为一次性同时引入了100000种的pollutants,这道题和TN24中的Q20很类似，这是我的一点拙见，望讨论。

which这里是想指代前面整个句子，这样是错的。不是就近指代time的问题，抱歉我没说清楚。

这是PREP旧版1里面的97题，楼主自己去看prep笔记吧，which本来就是一个很矛盾的问题，在which的就近指代问题上，OG里面很多都是自相矛盾的，所以我觉得which的问题是一个相对性问题而不是绝对性的语法错误，不能仅仅因为which就排除C。况且which在这里是因为他的泛指错了，而不是因为他的就近指代错了。
