所有选项都是说就近修饰 167 millions？ 为什么不可能是 就近修饰 1992呢？我开始就是这么想的

难道是因为which逻辑上讲不能修饰1992（应该用when之类的），所以跳过就近修饰的第一原则，去找就近的合适的修饰成分了吗？

看白勇语法，觉得越看越不清楚了，郁闷了！！

我的问题是，e中划线部分之后and后面的部分 largely offsets......... 是什么成分，与谁并列？offsets这里用做动词把
