曼哈顿语法问题

各位大神，我最近在曼哈顿书上看到这个问题：

we were dismayed to learn that our neighbors were untidy, disagreeable, and they were uninterested to make new friends
考察平行结构。答案是把and they were uninterested改为了 and uninterested

我想请问，能否直接加在they 前边➕that，

如果在they前面加that的话，就相当于是 that our neighbors were untidy, disagreeable 和 that they were uninterested to make new friends 这两部分平行。
这种平行情况下第一部分两个形容词之间用逗号连接似乎就有些问题呢？中间或许应该用and连接，这样就是大平行里的小平行?
