The ERM program at Columbia is quite highly specialized in an area that's quite different from your career goals (as you rightly pointed out). Unlike general management, marketing, or finance, the reality is that risk management is a fairly narrow function and isn't as easily applicable to other business departments. While it's true that Columbia may have an edge over ESSEC in terms of reputation in China, many hiring managers may not see an ERM degree as a good fit with the types of roles that you say you want to seek out. Moreover, a master's degree from a Western university will still be well-regarded by many employers in China, even if it's from France rather than the US. Therefore, between your two options, we would recommend you enroll in the finance program at ESSEC.
