D) the company averaged sales of 81,000 fewer Sunday papers than what it did in
E) the average sale of Sunday papers for the company was 81,000 less than what they were in

答案C。谁解惑一下,sold an average of 81,000 fewer Sunday papers是什么意思啊。

很多人都说”we are talking about papers“所以可数名词应该用fewer,但我觉得这里比较的主语不是"numbers"吗?
"If you wish to make a comparison using the word numbers, use greater than, not more than (which might imply that the quantity of numbers is larger, not the numbers themselves):
The rare Montauk beaked griffin is not extinct; its numbers are now suspected to be much GREATER than before"
