"Due to" should modify nouns, and what it suppose to modify actually comes before it, for example "failure due to lack of preparation", the meaning is straight forward and understandable, as lack of preparation leads to failure, the sentence does not need any more context to make sense.
"Because" modify clauses, which include verbs and a whole lot of stuff ("threat" included, as a noun). It modifies the entire clause collectively.
Now look at the choices you are juggling with: D and E,
D: Basically it says "threat due to drought and booming population density", so.... Drought and density led to "threat"??
E: ".....have become an ongoing threat because of drought and booming population density" , so it basically says "Drought and density has led to (wildfire) have become an ongoing threat".
so what is the more logical outcome/result of drought and booming population density? is it a situation ? (i.e. wildfire have become an ongoing threat) or is it just a thing? (i.e. Threat). I agree this one is really subtle, but I think the situation is the intended subject of the modification.
