OG19新题疑问

下面这道新题答案是B，但是作为一般语法点suggest to sb that是可以的吗，suggest难道不是及物动词吗？真这样按照老套路考试的时候可能直接排除啊，有没有好心人总结一下到底suggest怎么用？

一开始我在纠结suggest不是应该用虚拟语气吗。曼语法书上讲的“bossy verb+that+subject+command subjunctive”
那么that后面的动词应该是subjunctive的 即to do的形式，省略to，用动词原形。为什么有would？

后来发现，曼在虚拟语气这章最后提到了suggest也可以used in non-bossy ways, suggest means "probably menas",it is not acting bossy. 所以要注意句子 的meaning。

所以这个句子不是虚拟语气。that后的句子跟随主句动词的时态。

至于to investors，因为较短，是插入到suggest和that从句之中的

当然可以跳跃修饰，举例如下：
1.介词短语修饰名词时, 介短在从句之前
He had a way (of dodging opponents) (that impresses the scouts)  
2.谓语非常短
A new CEO has been hired (who will transfer the company by decentralizing authority to various division heads while increasing their accountability through the use of public scorecards.)
3.用逗号隔开的，非常短的插入语
Our system of Presidential elections favors states(, such as Delaware, )that by population are over-represented in the Electoral College.
4.平行结构的修饰语
I want to retire to a place where I can relax and where the taxes are low.
上述情况中，从句都能根据谓语动词或先行词找到唯一的修饰对象
但这道题中1.which不可以指人；2.which从句的谓语是suggests，第三人称单数形式，往前找最近的单数名词economy（显然是错的）此时不管前面还有多少单数名词，which都不可能跳跃修饰，因为会引起歧义（which可以修饰的太多了，不唯一）

同问。如果可以跳跃修饰的话就指代picture了。

我自己想明白了,实际上是suggest sth. to sb. 的用法, that引导的宾语从句太长所以和to sb.倒装。OG19有 ...

真的，你说的(number) times more adj. than这道题我就做错了，按照曼哈顿的老套路就选不出来答案，纠结了半天还是错的
