请教关于定语从句that可不可以省略的问题

之前看了ron大神讲的一道题：
83. 他说D选项除了不平行、modifier不能以介词结尾之外之外，第二个从句“ North Americans are exposed to”和主句连在一起就是many of the dioxins North Americans are exposed to comefrom the incineration of wastes.成了RUN-ON SENTENCE，也就是定语从句的that是不能省略的，但是我做OG17做到下面这道题：


697. A professor at the university has taken a sabbaticalto research on James Baldwin’s books that Baldwin wrote in France while hewas living there.
A. on James Baldwin’s books that Baldwin wrote in Francewhile he was living there
B. about the books Baldwinwrote in France.
C. into James Baldwin’s bookswritten while in France.

B和正确选项E都省略了that呀。
以及顺便想请教一下D里面的"written while he lived in France"哪里错了？

"written while he lived in France" 修饰不清，因为前面是books of JB，而不是JB's books
