关于V-ED，V-ing, 词性的问题

我的问题是，increasing tuition costs 这是什么结构，因为前段时间记不得从哪看到说，动名词单独是做名词用，后面不可以跟宾语。以前自己做题的时候就是把ving 连着名词的直接当修饰成分了，但是现在让搞的头脑很乱。
这个increasing 在这是做修饰costs的么？是什么词性？

动名词和现在分词ving 把我搞得头晕脑胀到现在都是。
ving 做形容词的时候， 可以ving+adj+n 么？
