讨论，关于VING前后都有逗号情况下分词修饰歧义的疑惑

prep08【分词短语逻辑主语的判断】有这一条：

5.当现在/过去分词在句中且前后都有逗号,有歧义:1)修饰前面紧邻的名词,2)向后修饰后面句子的主语

但是OG17verbal-258

Even though the overall consumer price index did not change in April, indicating the absence of any general inflation or deflation, prices in several categories of merchandise have fallen over the last several months.

显然indicating...是price did not change这件事的modifier

而另一道题（出处不详），ron的视频中有讲过

Galileo did not invent the telescope, but on hearing, in 1609, that such an optical instrument had been made, he quickly built his own device from an organ pipe and spectacle lenses.
(A) Galileo did not invent the telescope, but on hearing, in 1609, that such an optical instrument had been made, he

on hearing是因为placement的问题引起修饰的歧义而排出的split，原因是on hearing在这里会修饰even though...部分


目前还没有找到prep08上“2)向后修饰后面句子的主语”的例子。

关于这个矛盾的地方万分纠结，求高人指点，THX~~~~

根据语义来看，indicating接的内容逻辑主语在前面。
所以不存在歧义问题。
有没有NN有更好的解释呀
