C和D很容易选上。 ...

最近又复习了一段时间SC，我再去看这道题的话，做题排除顺序应该是
（1）排除A  E，然后在B C D里选
（2）CD中，D的结构表达的句意存在问题，排除D
（3）比较B、C，除了cooperate之外，还有一个区别是to improve /for improvement  
       C的for improvement  的表达也很wordy....（不过我说不上来为什么T T）再结合cooperate cooperates表达的句意差，还是能选出来正确答案的.....

B：The foundation works to strengthen xxx and  cooperates with governments to improve，cooperates 和works平行，指the foundation致力于A ，并且，和政府合作去提升B；
C/D的表达：
The foundation works to strengthen xxx and  cooperate with governments for/to improve
Cooperate 和strengthen平行,从意思上讲，变成了The foundation 致力于strengthen A，同时，致力于和政府合作，这个句意存在瑕疵，cooperate with governments 不是work的目标，因此不应该加在work to的后面，应当直接和work平行。

再看一眼C、D觉得表述的也很累赘

大家纠结的其实就是B和C选项，C选线的cooperate with governments for improvements of access  for farmers to中1.for farmers是修饰 access，而我个人觉得本意是修饰improvements，2. 如果cooperate和strenghth是并列的话，结尾的for improvements 可以是修饰works，而这有与本意不符 forimprovements应该是修饰cooperate。但是都把works和 cooperates并列的话 works to 和cooperate to 两种并列形式不会造成歧义

两种表达都是正确的

不定式接不定式容易有歧义。也有正确句子是不定式接不定式。和不定式接不定式没关系，也和平行无关。这都是无伤大雅的小错误。原句的错误在improments和accessibility。这两个词wordy。

2、C的话or improvements 是什么？ ...

access to 有影响到前面这对平行的判断么。。。。
