求问一prep07一道语法！（比较结构）

想问一下A和D有什么区别呢？
以及这里为什么用A不用D嗷？【求不要简单的说"that are "wordy！
A的话不会有歧义嘛按照比较结构的话的话。。。
I love dogs more than cats.这种结构不是会有歧义说我是喜欢狗还是猫嘛。。
那A选项会不会有so-called taxes和后面三个国家并列的歧义。。？
还是这里不是按照比较结构看的QAQ

从逻辑上看句意，varied的是 environment and natural resource base of countries
that从句是直接修饰就近的名词就是countries，句意就变成了country本身在China, the Netherlands, and Hungary这些国家中变化，会改变原来的意思~
