求大神指点 如何理解which指代最近的main noun？

在manhattan中说到：which refers to the closest preceding main noun and not the whole clause.我不是太理解main noun究竟指的什么。例如 The population of the US,which....有三种理解：a.which必须指代polulation因为the US实在介词后面，不是main noun.  b.which指代the US,因为the US离它最近  c.都可以，根据which后面的内容判定指代的是谁  d.因为都可以指代，随意产生歧义，因此一定错。
此外 ，如果句子改为：the government declared the population of the US,which....,which是不能指代the government的吧
最近做题做晕了

其次which也可以指代前面的名词词组，noun+perp phase that immediatelt precedes the comma
例如
Marry‘s letters to Susan，which were writen in Chinese。
这句话的which就是指代前面的名词词组，the letters to Susan，因为which 不可以指代人，所以不可以指代前面的Susan
所以看Which 指代什么最重要的是理解句子逻辑意思，看后面修饰描述的是什么。
虽然有时候指代不同，但是都算正确的，所以做题时要根据逻辑意思来排除，不能一看可能指代不清就排除which，因为which在这两种条件下都可以指代。
还有就是在GMAT里面，which不能前面一句话，例如，I ate dinner late，which means I am not hungry now。这句口语说是可以的，但是在gmat里面就是错的

或是做跳躍修飾，但是只限於：N1 prep N2, which....
其中N2必須是可以被N1包覆修飾的東西

這裡因為the hearings on the impeachment of President Richard Nixon「包覆」視為完整概念的大名詞：「尼克森總統彈劾聽證會」，所以可以跳過the impeachment...直接修飾the hearings

The machine wrote the letter with a pen, which....
這裡的which絕對不可能跳過with a pen這個介係詞短語，
因為句意上"the letter with a pen"是不可能被包覆成為單一概念的名詞的。
