其他我都理解，但我觉得C项的 so as to 没有语法问题，Manhattan也说没有语法问题

这题AC既然都没有语法错误，那就找一个stylish mistake排除一个：C有个问题就是so也可以做连词，所以C有让人看成so是连词，句子run on的可能性，而A则完全没有这个可能，主句很清楚。
根据选好的原则，选A。

这点我之前也纠结过：后来遇到一位大神的解释我豁然开朗～
在选择so that 与so as to的时候，
so... as to要求是比较高的：不仅要求这句话只有一个动词无歧义，还要满足当这句话改成 so...that 句型的时候，主从从句时态必须一致的。

c选项不能选主要就是因为第二条要求：so debilitating is it as to become an economic drain.
－－－－－－－so debilitating is it that it becomes an economic drain.

但很明显，这个句子要表达的是，has become已经成为！！！如果选c的话，你表达不出来已经成为的含义了！！

so+adj.+that这是个标准用法，C的那个我完全没看出来哪里对了，整个读下来支离破碎的感觉，不知道为啥Manhattan说C没有语法问题
