求解！关于限定性和非限定性定从的区别！

我第一次做这题选的就是E，其实E没有语法错误。
E中的“逗号+also establishing”作修饰部分，修饰对象的是逗号左面的整句话。
E的错误在于逻辑句意：这个“逗号+分词”修饰部分与主句动词“made provision。。。”没有逻辑上的关联，因此不能用这个“逗号+分词”结构。

E是平行问题吧。。
不过啊有点混乱了　这个分词短语原本应该是修饰主句名词的吗？Ｂ选项造成歧义是因为会被误解成修饰approved? 分词短语也有就近修饰这一说吗

个人看法，限定性与非限定性定从不是gmat绝对语法错误。


B选项的绝对错误：which定从与making分词短语都是修饰主语 the act的modifier，不能直接用逗号隔开，这样就造成了修饰对象歧义。因为逗号+making分词短语 是修饰左面was approved，而非act。

回答楼主问题：逗号+现在分词只能向前修饰主句动词。

另外多嘴问一句，楼主你搞明白E选项错在哪里了吗？
