关于逗号加ing格式的modifier

在做两道multiple modifier的题目时，发现 ‘逗号+ing’ 格式的modifier都被解释为修饰前面的noun, 非常不理解。

先上两道题：
OG SC 104

下面分别是OG上关于两道题目B的解释:
104 B） Phrase carefullycoordinating … illogicallymodifies the noun that immediately precedes it: bookillustrationsotter, not the illustrations, did the coordinating.
106 B) Placementof two long modifiers at the beginning of the sentence is awkward and makes itdifficult to locate the subject; second modifier (having…)actually modifies the first modifier.

逗号+ing格式不是做verb Modifier吗？而且在两道题中，这个ing形式不能作为修饰后面的成分吗？为什么是修饰noun that immediately precedes it??

关于分词修饰语的理解 – by tigercaiqun
1. 当过去分词在句末时，不管有无逗号一般都是就近修饰名词但偶尔也做状语修饰整个句子，如 He hurried to the hall ， followed bytwo guards 。修饰情况由逻辑决定。
2. 现在分词句末时，无逗号是就近修饰的名定语；
3. 当现在分词句尾且前有逗号时,修饰邻近句子的主语,做主语的伴随状或句子结果.因此不能用句尾现在分词修饰前面的名词.
4. 当现在/过去分词在句中且前没有逗号,修饰前面紧邻名词;
5. 当现在/过去分词在句中且前后都有逗号,有歧义:1) 修饰前面紧邻的名词,2) 向后修饰面句子的主语.
这种结构在GMAT肯定错,如果修饰某句主语,则避免将该分词置于以名结尾的句后.避免方式:1) 用定语从句/介词短语明确修饰对象 .2) 可将分词提到句首 ,所修饰主语及在句子紧跟其后 -- >形成句首分词修饰句子主语
6. 在前面有多个名词如 名词 1+ 介词 +名词 2结构 ,而要用分词修饰名1时,为避免歧义要重复名词 1即用同位语结构 :名词 1+ 介词 +名词 2, 名词 1+ 分词 。

根据RON的解答，大概明白了为什么修饰前面的名词了，但我还有一个疑问，为什么不能修饰后面的句子呢？？thx~
