1. Is faculty accessible by a master student via independent research? If you can work with faculty in research projects, then the greatness of faculty is useful for you. Otherwise, you need to observe can you get into the class which those great professors are teaching. In sum, if you cannot obtain a good reference letter from your master program, the faculty there means nothing to you in PhD application. Of course the faculty is there, but you must be sure they are accessible for you.
2. How is the program relatively ranking in the particular major? This is related to the grade you obtain from the program. If you may take courses outside your program, you even need to consider the overall reputation of the school, that is, undergraduate reputation. A 4.0 in a not so prestigous school is not as significant as a 4.0 in a prestigous school, and also, a 3.8 in a so-so school would crush your chance.
