关于Amount的问题

我查了资料，amount 是用于不可数名词的，而这道题用了fewer，这样的话是修饰可数名词的，可看了这道题也没有其他好的选项，但总感觉不太明白。

that amount应该是指代some 4000

既然这样，one-quarter of that amount就应该可数
