求问OG16的一道语法题～求指教～先谢过了～

先谢谢论坛上的各位～题目是这样的

Analysts blamed May’s sluggish retail sales on unexciting merchandise as well as the weather, "colder and wetter than was usual in some regions, which slowed" sales of barbecue grills and lawn furniture.
(A) colder and wetter than was usual in some regions, which slowed
(B) which was colder and wetter than usual in some regions, slowing
(C) since it was colder and wetter than usually in some regions, which slowed
(D) being colder and wetter than usually in some regions, slowing
(E) having been colder and wetter than was usual in some regions and slowed

我不太理解的是选项D，OG的解释是this construction is unclear and can be seen as unintentionally indicating that the analysts were colder and wetter. 虽然我知道用usually能够把这个选项排除掉，但是我该如何理解OG关于being colder and wetter的解释呢？为啥他们不是修饰weather而是可能会修饰主语？什么情况下会修饰主语呢？关于这个知识点（跳跃修饰？I suppose）我一直不是特别明白，请各位大神赐教！先在此谢过了！

关于分词修饰，有两个注意点。
一种是分词做定语，和定语从句不同，分词做定语修饰的不是最近的名词，而是最近的”核心词“
比如：
The eyes of the insects, which are constituting of 10 parts
The eyes of the insects, constituting of 10 parts
哪句是对的？应该是第二句，因为定语从句的which要就近修饰，修饰的就是昆虫，那么句子意思就不对了，而分词是修饰核心词，就是去除所有修饰部分的词，那么这句话里，昆虫的眼睛，核心其实是眼睛，所以这里修饰的是eyes。

第二个就是你这道题里的后面半句slowing的部分，分词做伴随状语，这一类的修饰，修饰的不是最近的词，而是整句句子的主语，就是最开始动作的发出对象。
