E 中intent 是名词，C 中intent 是动词。 ETS的原则是动词优先于名词。不过有时还是要灵活运用。

Progress does not kill people.

It is awkard to say that
                    Native peoples have been killed by the progress.

We can say that Native peoples have been killed in the progress.

就是这一题…………这里的解释表示with the intent of selling
        为固定惯用……….

个人认为，intend to do > intent of doing

那道题里面所有选项几乎都是用了intent of doing, 没有选择的余地，破解版的关于固定用法的解释有些牵强。

with the intention of的主语是人，人计划做什么

intended to的主语可以是物，legislation被人intend to do sth

这就是为什么C对，E不对

另外发现现在题目中很多考这种，limitations， limitations

就是前面出现过的名词会在逗号后再出现一次，赫赫，大全里也有同样的句子，趋势
