B选项中为什么官方解释里说one指代不清晰？我觉得one不是刚好指代rhinoceroses的一个吗？

one 指代单数，ones 指代复数。

我的理解有点不一样，
A proposal has been made to trim the horns from rhinoceroses to discourage poachers;
如果后面用one的话指代歧义，因为poachers离代词更近，逻辑上优先指代poacher
