第一，为什么the same as后面比较结构省略之后留下的是介词for而非of?难道补全不应该是the same as the cost of吗？
第二，the cost for与the cost of有什么区别呢？

前面是of running后面如果严格来讲应该也是of running
但是后面没有Running紧接着就是other types of power plants；仍然用of的话会有点对不上。

个人觉得这里要是当成as for比较说得通。
