想问一下为什么选A，后面to what前的那个to是因为要和to communal ownership并列吗？而且总觉得似乎后面画线部分是作ownership的同位语？

请大牛指教

我比较倾向选E了，虽然知道that引导定语从句这里有点歧异，似乎修饰land的，不过好像也可以去修饰中心词。。

还是请高手指正吧：）
