(C) neither vast amounts of money nor numbers of staff members

numbers of是一些，若干的意思，与前面的vast amounts不对应。

(D) neither vast amounts of money nor a large staff

vast amounts of 与large对应。

应该是考的平行对等结构：整体对整体
而c选项就变成了整体对个体
XDF的网络课堂有讲到Numbers of强调个体
