Most bschools are aware of GPA scale from different countries, so most times the bschools don't want you to convert your grade by yourself, instead they will do it in reviewing your application. Please follow their online instructions, or email Adcom directly.

Generally speaking, overall GPA (4 years) will be looked at, but if you have any extenuating circumstances, you may also address them in your essays why your GPA was low at first and how you made progress. I have no idea about Canadian bschools, though.
