感觉和with和by的在句意上的区别有关，暂时讲不清楚。期待NN解释！

主句意思：（什么样的）ａｉｒｃｒａｆｔ　ｃｏｕｌｄ　（通过什么样的形式）　ｆｌｙ　ｂｅｔｗｅｅｎ　ｍｏｓｔ　ｐｏｉｎｔｓ　ｏｎ　Ｅａｒｔｈ　ｉｎ　ｕｎｄｅｒ　ｔｗｏ　ｈｏｕｒｓ．　括号中的信息就是稳重的　ａｃｃｏｒｄｉｎｇ　ｔｏ　部分　和　ｂｙ　ｓｋｉｍｍｉｎｇ　部分。　那么首先肯定，Ａ的句子清楚明白。

总结来说，对比Ａ，Ｃ　这两个选项，你会发现，Ａ选项的意思清楚明白，不会有疑问。但是Ｃ选项的句子，读完以后会有种所以主句一个动作结束完了，然后来一个ｗｉｔ；但是这个ｗｉｔｈ的出现并且ｗｉｔｈ所跟的内容是既可以即使主句中的现象，也可以说是伴随的一个状态，所以到底是哪个，不清楚。所以Ｃ选项错。

其实我觉得c的with没有问题，with做adv modifier修饰，解释how the aircraft could fly....
但是with it skimming...这个结构不如by skimming来的简洁
而且加上according to的位置，相比之下C就不如A了
