这道题是选对了，但是我当时排除E选项的原因是are to cut 时态不对，应该是过去时，OG的解释是THAT ARE EXTRANEOUS AND ALSO SUGGEST THAT THE PLANS THEMSELVES ARE DOING THE CUTTING AND SELLING，我想知道我这样的理解是对的吗？

that限定修饰plans，be to cut是plans的一个特征，你说对吗？
