求大家帮小弟分析一下这个句子结构

The reporter who writes a story is usually better placed than the reporters' editor is to judge what the story's most newsworthy features are.

这是og cr上一道题的选项，虽然大概知道这句话在讲什么，但实在是不知道句子结构到底是怎么回事。主要问题是这句话的第二个is 到底是在充当什么成分，第一个is应该是主句的谓语成分，但第二个is却不知道是干什么的，如果说是从句谓语动词的话那这个从句是哪一句，晕了，Help

加子架构： The reporter is better placed than the editor is. 后面to do是作副词功能修饰 is.

句意：写story的记者比记者的编辑更能判断这个story的最好的特点是什么
