句子是这样的
when congress reconvenes,some newly elected members from rural states will try to establish tighter restrictions on the amount of grain farmers will be allowed to grow and to encourage more aggressive sales of United States farm products oversea.
但是句子的主谓宾我认为是这样的主语 members 谓语 will try 宾语一堆但是为什么后面还有一个will be 我就puzzle了就为多一个宾语我这题就没选对
我还以为这样是错误的但是答案是这个真心不懂了是什么从句我没看出来？希望NN给我帮助

下次请帖原题，farmers will be allowed to grow是修饰grain的。句子结构：members will try to establish restrictions (on the amount of grain )and to encourage 。。
