关于OG13 SC第二题的一些延伸思考（比较级中的省略问题）

这道题我选对了C答案，但是我有个疑问希望各位大神能够解答
我总感觉C答案中rating之后缺少一个is，但是我知道在the more....the more...结构中最后的助动词可以省去，例如
The greater the relative speed （is），the greater distance （is）
但是C选项中，第一个higher是形容词比较级，第二个longer是副词比较级，第一个is是被省略的吗？
第二个问题是：The more he buys， the happier he is. 这个is肯定不能省吧？那么是不是就是意味着要么都可以省（比如两个is都被省略），要么只省略前面半句话中的is（就是咱们sc这个第二题）。

同问C选项的完整形式！
是不是如果“the+比较级”后跟的是可以用比较级对应的形容词直接修饰的名词时，这种结构中的be动词就可以省略？
