这道题正确答案选D，我的疑问是so that they中they指代不会不清晰吗，they也有可能指代employers啊

还有so as to - 是不是GMAT里面只要是so as to连用，中间不加任何成分都是错误的？

so as to和so that是一个意思，但是so as to 要求前后主语一致，而so that不要求一致

这句话前面主语是congress,后面主语是workers，所以用so that
