who 为什么可以指代 firms ??

...一定不指代firms。。who只能指人，所以是前面的 judges and partners

GMAT中不是一般都是考前修饰，这个的who 放在firms后，难道不会引起歧义？

just now, i found the 5 answers , in comparsion, we can exclude the answer of D and E easily(yet),while,the proporation should be followed as has instead of have, thus, the answer should be C。

what i eager to mention is the absence of the GMAT, the answer of which is not the exact one ,but the one with the less mistakes. thus, you can find the right answer.

同样的疑问..这里的WHO为什么可以理解为跳跃指代JUDGES AND PARTNERS呢
难道没有引起指代FIRMS的歧义吗?
