Present Tense + Conditional Tense

我的問題是爲什麼一般現在時可以和條件格式could搭配，根據Manhanttan 這是錯誤的用法

Right:       The scientist BELIEVES that the machine WI.LL BE wonderfuL
Right:       The scientist BELIEVED that the machine WOULD  BE wonderful
Wrong:       The scientist  BELIEVI;S that the machine WOULD  BE wonderful

这题里面应该没有一个选项是用can的吧...这句话的主句是很典型的表述一个客观现象，所以用present tense表示陈述；但是，这里定语从句（that省略）修饰的是obstacle，而这个obstacle是以前的obstacle，而不是现在的obstacle。因为说这句话的时候，尼德兰人早死光光了。。。所以，这里用can就不对了，而要用could去体现“当年”自然界能施加的阻碍。
而且整个句子的后半部分也是现在时态+过去时态，要注意整个句子作为整体的平行对称结构。（注意未划线部分）
曼哈顿的说法是正确的，但是曼哈顿的例子中，前后句子的时态是连贯的，所以他们的tense是存在这么个规律性的
但是这句话中，前后句子的时态是不连贯的，素以他们的tense要分别判断，不能使用这个规律
