答案是E,说是平行原则.可是for在原句中已经有了,在选项中的for是不是重复了呢?

从选项看 secondarily , secondly不合适，故 DE里面选择，大平行角度看，E符合！

其实仔细理解一下句意就好了插入语暂时不管，句子的意思是 A recent New York Times editorial criticized the city’s election boardfor, 首先, for failing to replace >>>>>>>>>>>>>, and 第二, for their failure to investigate allegations of corruption involving board members.
如果没有for的话这钟第一第二的关系就不明显了，其次second的用法

感觉如果第一个 for放在 first of all 后面，这样可能LZ会想得通点。但是朗读起来就比较奇怪了。
同理，如果第二个for 放在 second 前面，LZ可能也较会想得通，但是还是读起来比较奇怪！

非常感谢大家的解释.看来我有点钻牛角尖了.
其实平时做题的时候就有感觉,看着顺的,也就对了.不能硬从语法角度找解释.

请教 secondly 为什么不对呢？作文里不是经常写： First of all ..... Secondly.... 这些么？我查字典secondly有其次和第二的意思啊。所以我选了B。请指教。
