021. MESBIC's are the result of the belief that providing established firms with easier access to relevant techniques and more job-specific experience, as well as substantial amount of capital, gives those firms a greater opportunity to develop sound business foundations than does simply making general management experience and small amounts of capital available.

后半部分相当于是A gives those firms a greater opportunity than does B 为什么是does B ？
还有为什么是than does making..available 这样的分词形式呢？
可不可以改成gives those firms a greater opportunity to develop sound business foundations than simply make general mgmt....available?

这里的比较对象是providing xx和making xx，所以make要用现在分词形式和providing平行；正因为是主语比较所以要补出谓语does，这个does指示的是gives，不补出就有宾语比较的歧义；要是改成楼主后面说的那一句那make的形式就很尴尬了，既不是跟providing平行（虽然逻辑上应该是，但形式不对），也不是跟gives平行（跟make的单复数形式不一致，逻辑上也不应该是）

个人拙见。。楼主参考着看。。。
