上述语句为啥要be, were, 为啥虚拟啊？

2. Today's technology allows manufacturers to make small cars that are more fuel-efficient than they were at any time in their production history.
为啥不对？ they, their指 small cars, 就近原则，而且重复（repeat), 就如曼哈顿上说的，感觉是对的
而正确选项 - small cars that are more fuel-efficient than those at any other time in 感觉是不对的，曼哈顿上说， those一般后面加名词，不单独使用。

困惑啊，求大牛解答，谢谢！

对第二问我觉得是这样的，现在的小汽车不是以前的汽车。你只能说工厂能生产比以前的小汽车更加省油的小汽车，而不能说工厂让小汽车比以前更省油了，因为是两个个体：现在的车和以前的车。所以不能用they。

第一问我也纠结过。。
if the deal were not to be是表示将来的虚拟结构，鉴于merger agreement还没有signed，所以可以知道until引导的句子也要虚拟，因为还未发生。
