个人觉得此题选E,判断点不是在The railroad employees或者the employees of the railroad之间，我觉得两者都可以

added to the increase, 句子主语是employees,这种搭配我觉得不当。

此外，ACD都有时态错误，last July表明应该用过去完成时。

B错在which指代不明。

added 是过去分词形式，放在句首的话，应该要和该句的主语保持一致。而这里的added to的主语应该是“an expanded program of retirement benefits",所以排除A,B；而in additon to 是介词短语，放在句首，就不会存在逻辑主语一致的问题了

B中的which应该修饰非限制性定语从句，而这里引导的是限制性定语从句，且错用了过去完成时。过去完成时表示过去之过去，而通句都没有出现表示过去的时态，也就不能用“过去之过去”的时态了

C：request的对象是increase in hourly wages，中心词是increase，所以如果that 是修饰increase 的话，则动词were的应该用单数was；如果that 是修饰wages的话，则逻辑意思出现错误

D的错误同C

所以只能选E哦
