求解一道语法题OG13上的。

75. More and more in recent years, cities are stressing
the arts as a means to greater economic development
and investing millions of dollars in cultural activities,
despite strained municipal budgets and fading federal
support.里面的 greater 是动词还是形容词啊？？？？？我没有搞明白，如果是形容词的话，那也应该是greatly啊！！greater 不能修饰economic啊！两个形容词连用一般会有歧义啊！！！！就是current temporarate areas 就是错的，应该是currently temporate areas一样。这里会不会有什么错误，可是og上么有提到这个错误，很纠结啊！！一直么有明白，greater网上查没有动词用法！！！！！as a means to do 或者sth都可以，所以这是怎么回事啊！！！
