大家看看这道题，我看了以前的帖子，关于B选项，主流的解释是fast不能修饰rate，可是我查了，有很多fast rate的用法：2.

I'd go for B coz the "what" and "it" in C sound redundant. They both indicate "rate"

A的错误原因：what it重复，都指代同一个东西。

楼主给的例句里RATE 都是速度的意思

而题目里的RATE则是表示比率

因此不能平反

美国少数人口增加的速度.

这个好像和比率没有关系啊. 我觉得也应该选B. C 怎么看都不顺, 一般what 只能引导主语从句和宾语从句, 这里明显不是.
