看Manhattan Chapter 4（Parallelism），做最后的problem set时遇到1个问题（P62-T15），想请教一下大家：

Wrong：Dr. Crock's claims have been not corroborated by other scientists or published in a prestiglous journal but have nonetheless garnered a great deal of attention from the
public.
Right： Dr. Crock's claims have not been corroborated by other scientists or published in a prestiglous journal but have nonetheless garnered a great deal of attention from the
public.

究竟have been not与have not been有什么区别呢？正确的句子平衡关系是怎样的呢？

另还有两个问题：
1）原句的have been not有这种用法吗？
2）Right的句子里面but have nonetheless garnered... 中的have是否要去掉呢（根据平行关系）？
