【Man SC】关于Bossy Words等的几个问题

以下结构：
Command subjunctive (Bossy Words): propose, suggest, order, etc. + that + sb. do sth.
Idea nouns: the idea, belief, evidence, indication + that + clause
Reporting verbs: claim, agree, find, reveal, show + that +clause
这三种情况下的that都不能省略是吗？

Man SC 5th, Page 223
5. The team has a determination to gain a victory.
答案是改成 is determined to, 但我为了concision, 改成了determines, 可是答案说 be determined to do和determine意思不一样，我想问到底有啥不一样？= =从小到大这两个不是可以自由切换的吗？

determine to do = 决定去做
be determined to do = 下定决心去做
