答案是A这个没问题,但是E为什么错呢?后面伴随状语也可以啊,那个ARE我觉得也对啊。。。

A和E意思根本不一样。
A是说“the proposal...would have a disastrouseffect on Wall ”
而E是说“taxing away allcapital gains on short-term investments would have a disastrouseffect

hence A.

E:为什么要补are?merit做动词不是很好么

E中的MERITS是名词复数,不是动词

A和E意思根本不一样。
A是说“the proposal...would have a disastrouseffect on Wall ”
而E是说“taxing away allcapital gains on short-term investments would have a disastrouseffect

hence A.

呵呵谢谢,不过E从语法角度来看也对是么?这个问题其实处在改变了原句意思?

Well,seems that you've ignored the middle word "if enacted" , it is the "proposal" ,not "taxing..." be enacted, based on this point of view, you can eliminate choice C,D,E,in terms of choice B, i think" propose to "will be more idiomatic than "propose of doing" So, A wins.
just some sort of personal views.
let me know if you are still baffled.

优选动词而不是名词啊,E没必要这么改,意思也变了

哈哈哈明白了~木有看后面啊~if enacted 刚好确定了必须是proposal~~~3Q  CrackingGMAC~~~~~

不明白为什么是proposal to, proposal of 语法也是对的呀。B选项是否是因为 its merits may be中的may be 有问题呢?
