答案是A这个没问题，但是E为什么错呢？后面伴随状语也可以啊，那个ARE我觉得也对啊。。。

E中的MERITS是名词复数，不是动词

Well，seems that you've ignored the middle word "if enacted" , it is the "proposal" ,not "taxing..." be enacted, based on this point of view, you can eliminate choice C,D,E,in terms of choice B, i think" propose to "will be more idiomatic than "propose of doing" So, A wins.
just some sort of personal views.

不明白为什么是proposal to, proposal of 语法也是对的呀。B选项是否是因为 its merits may be中的may be 有问题呢？
