I am also confused at the first glance, but when i analyze the structure of the sentence in depth, i find that there are two predicates-proposed and is, in this sentence.So "funding" becomes the object of "proposed" ,and thus the head of the noun phrase.Here unambiguity arises, since the relative clause intoduced by "which" can modify either "funding" or "park", as the explanation states in OG.In addition, the problem of modifiers in english is very complex,the best wayto solve it,to me, is to understand the intended meaning , get a clear grasp of the structure, and specify what is modified in a sentence. |
