Finally reaching a decision...是状语，修饰句子主语 politicians，同时补充说明句子主谓结构部分所叙述内容的意义。

politicians decided to 是句子主谓。

... , proposing instead a series of smaller steps
做状语，补充说明主谓结构，其实从句子意思上说，这部分才是全句关键，但作者用了这种结构，或者说其它选项都有明显错误，所以选B。

... intended to ... 分词结构用于补充说明那些小的步骤的目的和用途。
